L’iniziativa di tenere a Torino un Congresso degli Oratori festivi si è rivelata un grande successo, in particolare per molti membri del clero. Questo secondo Congresso, organizzato dai Salesiani, ha sottolineato l’importanza dell’educazione popolare per la civiltà e la fede, specialmente in tempi presenti. Il primo Congresso, celebrato a Brescia in onore di San Filippo Neri, fu organizzato con grande sfarzo, lasciando un ricordo indelebile. De sa longue expérience d’éducateur, Don Bosco a retenu un certain nombre de constatations fondamentales.
Première constatation : l’enfant est toujours prisonnier de son milieu familial et social. S’il suit une mauvaise pente, c’est presque toujours parce qu’il se trouve plongé dans une atmosphère délétère, sans posséder des moyens personnels de défense, ou tout au moins, sans en posséder de suffisants. Ou bien c’est la famille qui fait complètement défaut, ou bien, si elle existe, elle se révèle inapte il accomplir sa tâche naturelle de protection el de formation. De là est née chez Don Bosco la double préoccupation éducative suivante: 1° Assainir le milieu où grandit l’enfant en rendant ce milieu aussi moral et aussi chrétien que possible (au besoin ne pas hésiter à en créer un de toutes pièces) ; 2° En vue de son éducation, apporter à cet enfant à la fois protection et formation comme aurait dû le faire sa famille. Don Bosco’s correspondence with the Cooperators and friends, lay and clerical, always contains detailed and substantial spiritual suggestions aimed at proposing a way of interior life along with devotion and spiritual fervour, the practice of virtue, charity, loving and faithful fulfilment of the duties of one’s state in life.
In Don Bosco’s educational system preaching has special importance, both that which is bound up with the liturgical or catechetical context, and that of the informal, familiar kind. The saint often addressed the community of young people with brief and fervent talks aimed at stirring up their emotions, nurturing their minds, encouraging good resolutions and devout sentiments, and looking ahead to stimulating horizons.
The first edition of Il giovane provveduto (in English The Companion of Youth) appeared in 1847 and was Don Bosco’s greatest publishing success. The year he died it had reached its 119th edition. It was reprinted with minor adaptations until 1961. It is also the book which Don Bosco most liked and constantly recommended.
In the years from 1853 to 1862, Valdocco was transformed from a festive Oratory—an open institution—into a complex work: hospice and boarding, college with boarding section, trade workshops, internal classes and publishing centre, amongst the most important sections.

In many a document the Church has defined the nature, goal and elements of youth ministry and has included it neatly in the methods of evangelization in its different stages. We can proudly say that the Salesian educative-pastoral plan has been, and continues to be, in line with the Church’s evangelizing mission.
